Highland Community College’s Clarence Mitchell Library will present a program for Constitution Day at 11 a.m. on Monday, Sept. 17, in room M-120 in the Marvin-Burt Liberal Arts Center on the Highland campus located at 2998 W. Pearl City Rd., Freeport, Ill.
The Clarence Mitchell Library will host a screening of the documentary, “13th,” directed by Ava DuVernay. The documentary covers the topic of mass incarceration in the United States. The title of the documentary refers to the 13th Amendment to the United States Constitution, which reads, “Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States.”
